In 1971, while the Japanese prime minister Sato Eisaku was visiting South Korea to attend a party for President Park Chung-hee, a group of eight South Korean hibakusha (atomic bomb survivors) took a direct petition to the Japanese embassy. The South Korean hibakusha were detained by South Korean authorities for the duration of the prime minister’s visit. This film follows the lives of these eight people. That same year, Son Chin-tu, a hibakusha who had entered Japan illegally and was being held at the Omura Detention Center, filed his so-called “Hibakusha Certificate Lawsuit,” demanding Japanese residency and medical treatment.

Once a mountain kingdom of ancient palaces and emperors, Korea in the 21st century is largely known for its modern cities and decades of conflict. Tensions between North and South may be what defines it to outsiders but beyond the battle scars there is another side to Korea. In the south are large pockets of untouched wilderness where extraordinary animals flourish and Koreans continue to practice age-old traditions in tandem with the seasons and with nature. It is in these connections, rather than in division, that we see the true Korea.

Instead, it is in the rural and peripheral areas where low birth rates and the aging population have become crises. The countryside is at risk of becoming extinct. As more opportunities and people get concentrated in Seoul, urban pressures have led to rising unemployment and cost of living. And when things get expensive, people do not have babies. Seoul now has the lowest birthrate in South Korea, in a country with the world’s most dire fertility. On the other hand, farms and factories in the rural areas desperately need workers. How can South Korea solve this population puzzle?
