In late summer of 2014, the Ukrainian Armed Forces battled pro-Russian separatists for control of the town of Ilovaisk, in the border region of Donetsk, eastern Ukraine. By September, the separatists had won a resounding victory, routing the retreating Ukrainian army. Even as the battle was ongoing, however, allegations swirled that regular units of the Russian army had joined the battle on the side of the separatists, tipping the balance decisively in their favour. Russia denied the charges. But, in what became a watershed moment for open source investigation, communities of researchers, reporters, and citizen journalists gathered substantial and compelling open source evidence for the presence of the Russian military in the region. This video is a documentary piece that ventures both into the realms of science and politics (it’s part of the body of evidence submitted to the European Court of Human Rights in the form of an interactive platform).

In April 2015, two shipwrecks in the central Mediterranean resulted in over a thousand deaths. The first, on 12 April, occurred when an overcrowded boat was approached by a large commercial vessel. Less than a week later, on 18 April 2015, a similar incident led to over eight hundred deaths after an overcrowded vessel collided with a cargo ship that had approached to rescue its passengers. Both incidents are in part the result of changing EU policies toward at-sea rescue, particularly the retreat of state rescue operations and a resulting onus on commercial vessels to fill the ‘rescue gap’.

In March 2011, 72 passengers left the Libyan coast heading in the direction of Italy on board a small rubber boat at the time of NATO’s military intervention in Libya. Despite several distress signals relaying their location, as well as repeated interactions with at least one military helicopter and a military ship, they were left to drift for 14 days. As a result of the inaction of all state actors involved, only nine of the passengers survived. By combining their testimonies with wind and sea-current data as well as satellite imagery, Forensic Oceanography reconstructed the liquid traces of this event, producing a report that served as the basis of several legal complaints. -FA

The film unfolds above the murmuring waves of the central Mediterranean, where the drama of survival plays out on the stage of the sea and sky: immigrant vessels, specks in the deep, moving under the gaze of mechanical hawks. The aerial specters weave a tapestry of surveillance along the maritime border, pioneering the imagination, outlining the vision of sovereignty and order. The detached rhythm of surveillance drones hums in the silent air, casting long shadows on the blue surface of the water in this liminal zone where hope and despair dance together; this indifferent violence casts a deep shadow on the blue surface, its silence more piercing than the primal cries for survival aboard migrant vessels. Yet, these cries are frozen and isolated in front of distant screens, transformed into silent images, silencing the despairing will to live. Are the red dots at sea life jackets or flames?
