The Hyodo-gumi boss—part of Tendokai, Japan’s largest yakuza syndicate—has been brutally murdered. Kazuma Washio (Hitoshi Ozawa), the head of the Washio-gumi and Tendokai’s wakagashira (underboss), is convinced that Yoshinari Myojin (Sho Aikawa), a former Tendokai wakagashira-hosa now running Tokyo’s underworld of thugs and mafia, is behind the killing. To celebrate his 30th acting anniversary, Kōji Matoba stars as Seiji Oda, the fiercest member of Tendokai, who joins the organization under Kazuma Washio (Hitoshi Ozawa). In 2011, Tendokai dominates Kanto, while the rising Santōkai threatens them. Meanwhile, in Yokohama, Seiji Oda forms a rogue group, Oda Dōshi-kai, and violently protects his turf, clashing with Jinseikai.
