The evil organization Shocker alters history by sending their newest creation, Kamen Rider 3, to defeat Kamen Riders 1 and 2 back in 1973. In the alternate present, Shocker is more powerful than ever, and most of the Kamen Riders are now either imprisoned or brainwashed to work for them. One such brainwashed Rider is Shinnosuke Tomari who thanks to his partner Kiriko Shijima, remembers the truth and joins forces with the remaining Kamen Riders who are still at large to make a stand against Shocker and put history back on its proper course.

Tsukasa travels to his home world of the World of Decade, where he discovers the origin of his powers and his true heritage as the leader of Dai-Shocker. The film features all ten of the lead Heisei Kamen Riders, as well as all of the Shōwa period Kamen Riders, leading to a total of 25 Riders.

The Kuronuma Group, a huge mahjong organization that controls the political and financial circles of Japan from behind the scenes, has been growing rapidly by taking in underground professionals one after another with the overwhelming strength of the second generation leader, Nishimura Hiromitsu. Kounosuke Mibu and Tae Horikawa are unable to forget each other, even though they met and fell in love 20 years ago. They had promised each other that they would build a retreat in Shiguretei, but Ushio was hospitalized after a stroke a few days later, and when his wife, Takako, rushed to the hospital, she discovered their love affair, which in reality had not gone beyond kissing. Now, 20 years later, against the advice of her ikebana mentor, Tae rushes to meet Ushio at Shiguretei, only to see him clutching his chest in pain. Eventually, the design and plans for the dream retreat are seen by Tae, but she has to visit Kyoto alone... or maybe she's heading for somewhere else.
