According to the plot, the mayor of the city Nikolay Nikolaevich introduces his new deputy. A major specialist whom he lured from the capital. After a serious conversation with a local authority, the mayor drinks too much and falls into a coma. Now, Katerina is the acting mayor, as that same authority decided. Katerina plans to simply enjoy life in her new status, but everything changes when she meets Sergey, a young doctor who loves his job and his Lisyegorsk. The feelings that have arisen for Sergey motivate Katerina to take a close look at the provincial city and make it at least a little like the capital.

Nicolae and Elena Ceausescu, Fidel Castro and Che Guevara, Josip Broz Tito and Erich Honecker, and even the African dictator Jean Bedel-Bokassa all make an appearance! When Yasha takes an oath of loyalty to them, this creates trouble for his family.

Four colleagues went on a business trip to conclude an important agreement, curry favor with their superiors and earn a promotion, but on the way back everything did not go according to plan - the heroes find themselves without money and connections in a mysterious small town... More and more obstacles arise between them and returning home. What is keeping them there - an unfortunate combination of circumstances or the city itself?
