The film begins when Eugenio, a 14 year old child, is conduced from his grandparents home outside Rome, to Giancarlo (his father) in the city, by Giancarlo's friend (called "Moustache"). As Eugenio is bothering Moustache, he threatens Eugenio with leaving him in the middle of the country. He finally does it. When Giancarlo finds out, they return for Eugenio, but he is now lost. Meanwhile we're told the story of the child and his relation with the family, and why he feels unwanted.

The city of Turin is in the grip of a brutal crime boss known as "Il Marsigliese" and plenty of cops have good cause to want him dead — none more than Inspector Vanni, whose wife was murdered by the ruthless gangster. Having exhausted every other avenue, Vanni forms a crack squad of motorcycle-riding, Colt .38-toting elite officers, tasked with meting out justice on the margins of the law. But when "Il Marsigliese" launches a bombing campaign designed to extort a vast ransom from the city's authorities, Vanni finds himself in a race against time to exact his revenge and avert disaster.

The story circulates around the classical Black Pirate and his battle against arch enemy Prins van Gould. The Black Pirate is out for revenge on his brothers' killers. He has a blood-planned way to go, and he trusts only to his own rap sword.

In the slang of the underworld or "mala" there is a special term for cop: "Madama". But if word were to get around that the "Madama" is Vito (Christian De Sica) they might even start to like the guy. Vito is a funny sort of a cop. For a start he doesn't like the uniform (he never wears it). Things might even go smoothly for him, if it weren't for an incredible number of beautiful girls who always manage to get in his way. Especially one girl Angelo (shouldn't that have been Angela? No, the girl's name really is Angelo). Problems arise too, with his direct supervisor, who also happens to be a relative. But Vito puts up with it all and manages to stay his usual calm and polite self, even when he risks getting killed.

Giovannino grows up and seeks his way, exemplary in his total and definitive absence of character. He lets himself be guided a little by everyone, without ever making a decision of his own free will. He first seduces the family servant, then runs away to Rome and tries to marry her unserious daughter to a boarding house owner. But her father arrives from Catania who distrusts her and arranges for him to marry a rich and lame girl.

A gang of robbers takes possession of a load of diamonds.. Only one of them, Mark Lemmon, is arrested and sentenced to life imprisonment. But before being captured, the gangster had managed to hide the loot in a sewer. Five years later, Mackenzie, an insurer, pretending to be a mafia boss, assigns three petty criminals to arrange his escape. Once free, Lemmon finds the booty but now he has to deal with his new 'partners'.
