Makoto Kashiba is an elite bank clerk and works for a big bank at its Tokyo HQ. Due to a minor mistake, he is demoted to a small branch office in a country town. He is devastated by his situation. Although being very poor and having hardly to eat, the villagers share what little they have with strangers from a country 9,000 kilometers away. 95 years later, during the Iran-Iraq War, more than 300 Japanese are stranded in Tehran. In the morning of 19 March 1985 a Turkish Airlines aircraft takes off for Tehran to evacuate the Japanese. But the remaining Turks at Tehran Mehrabad Airport still need to be convinced that they won't be able to board their own country's rescue flight.

The story is divided in three portions. The Kamen Rider Wizard portion, Kamen Rider Wizard: The Promised Place, taking place after the finale and defeating Amadum. The Kamen Rider Gaim's portion of the film is titled Kamen Rider Gaim: Sengoku Battle Royale!. A battle royale is being held exclusively for the Armored Riders in Zawame City. In the final portion of the film, titled Sengoku Movie Battle, Kamen Riders Wizard and Beast join Kamen Rider Gaim in the alternate world to stop Kamen Rider Bujin Gaim from acquiring the "ultimate power" he seeks.
