In the town of Ovacık, where the overwhelming majority are leftists, left-wing candidates and parties are unable to reach an agreement and end up running multiple candidates in the election, resulting in a right-wing candidate winning the mayoral election and attempting to govern the district for five years. Hıdır Diri, who wants to win the new election, mobilizes all his power to win the election through various schemes, including having his ultra-leftist nephew Şilan imprisoned so that he cannot run as a rival. A few days before the election, Şilan is released from prison and hitchhikes with a director, through whose eyes we see the workings of municipalities in Turkey, power relations, rent disputes, and how a people's vote is swayed in a colorful town like Ovacık, all told with a humorous tone.

Before Snowfall starts with a dramatic escape: Eighteen year-old Nermin runs away from her wedding in a village in Iraqi Kurdistan. These five people, who live day to day, know how to take advantage of the stormy political atmosphere of the time to achieve their goals. These five homeless individuals living on the streets find themselves facing a curfew on the morning of September 12, 1980. However, the only "home" they can go to is the streets themselves. As a result of a series of comedic misunderstandings, they find themselves imprisoned alongside political prisoners in the same jail.

Several directors from countries of the region were invited to create stories taking place in and around the beautiful city of Istanbul, in the vein of “Paris, je t’aime” and “New York, I love you”. They come together to remind viewers that Istanbul’s history does not belong only to the people of Turkey.
