A.N. Ostrovsky recalls the first period of his creative work (1849–1859), when he began collaborating with the Maly Theatre and with masters of the Russian stage such as L.P. Kositskaya, M.S. Shchepkin, and P.M. Sadovsky. Almost every character in this film is a real historical figure.

A young arctic fox Napoleon III, having escaped from animal farm, ended up in the village of Kovylkino. Following him, hunters, trappers, animal farm workers, a police detachment and correspondents came into the village. Thanks to the six-year-old preschooler Serpokrylov, everything ended well, and the people who took part in the pursuit of the young arctic fox returned to their business, having managed to tell about their dreams and about themselves.

The distinctive traits of the Doroshin family are hard work, courage, and principledness. Pavel Nikolaevich is a war veteran and the chief engineer of a factory, while Anastasia Mikhailovna is the head of a university department and an active participant in the partisan movement. Their eldest son, Ilya, a sanitary doctor, demands the closure of one of the city's enterprises. However, war criminals, who are hiding from retribution, know that the Gestapo archives are hidden in the building's basement and fear that the documents might be discovered. Terrified of exposure, they try to prevent Ilya from carrying out this action and attempt to discredit the Doroshins.

After getting appointed as the first People's Commissar of Heavy Industry in the history of the Soviet Union, Sergo Ordzhonikidze begins to reform and modernize the industry.

The film includes three short stories based on the stories of Mikhail Zoshchenko: "Crime and Punishment", "Fun Adventure", and "Wedding Event" about the negative phenomena of the provincial life of the young country of the Soviets: stupidity, drunkenness, money-grubbing, lack of spirituality.

The heroes of the film are first-graders Snezhana and Alyosha Seroglazov, who received the nickname "TwoBriefcases" because of his small stature on the first day of attending school, as well as a small puppy Kysh.
