Secret Agent Francis Coplan, is given the task of finding priceless artwork stolen by the Nazis' in 1943. The trail leads to Mexico, where Coplan challenges a "secret" organization in order to re-gain the paintings.

The town of San Felipe is plagued by robberies. Two Federal Agents are sent to investigate the major suspect, a local landowner. One agent works on his ranch, the other becomes his daughter's fiance.

Shenandoah then reveals his true reason for joining the gang; one of them killed his wife and he is there for retribution.

He follows her abductors past the Mountain of the Dead, through the City of the Phantoms, to a mysterious castle which turn out to be Atlantis. As if all this wasn't strange enough, Hercules will encounter gold-painted, blue body stocking-wearing, reanimated dead guys; female guards (who are killed if they taste the love of a man); a dying evil queen and her Ming the Merciless wanna-be sorcerer-scientist; and a torturous climax.
