During the final weeks of a presidential race, the President is accused of sexual misconduct. To distract the public until the election, the President's adviser hires a Hollywood producer to help him stage a fake war.

Nathan Algren is an American hired to instruct the Japanese army in the ways of modern warfare, which finds him learning to respect the samurai and the honorable principles that rule them. In wartime England, railway official Ruben Roberts discovers that his wife was sexually abused as a child by the Chairman of the Line, also her godfather. With her assistance, Ruben plots murder on the Brighton Express.

When a group of idealistic young men join the German Army during the Great War, they are assigned to the Western Front, where their patriotism is destroyed by the harsh realities of combat.
